There's weird characters strewn throughout the website wherever the pound symbol or various unicode characters are used:

I expect somewhere/somehow when you move servers you're doing an ISO-8859-1 (or Windows-1252) to UTF-8 conversion.

I would've expected this to be a non-issue given MySQL seems to store the encoding used on its tables, but given the wildly different software versions different hosts can be running, I'm not surprised.
