Maybe they just thought the forum was a mess but that doesn't sound well with PR.

I'm inclined to believe their announcement:
I guess as a beta forum it's narrowed right down to things they actually want to read and issues they're actually likely to do something about.
They weren't doing much in the way of supporting fans on the forum, so it sounds like it was a pain for them to have it around. I wonder if they would delete the Steam discussion forums for their games if they could.After a lot of consideration we have decided to close the Team17 Forums, to allow us a more focused approach to supporting our customers and fans.
