So having a normal forum was too costly on their resources, but transforming it for a beta is perfectly fine.. funny.

Entirely bandwidth. The less people connecting, the less it costs. Simple as.

The funny thing is that they didn't delete any of the old content.

Maybe they just thought the forum was a mess but that doesn't sound well with PR. :P

I'm inclined to believe their announcement:
After a lot of consideration we have decided to close the Team17 Forums, to allow us a more focused approach to supporting our customers and fans.
They weren't doing much in the way of supporting fans on the forum, so it sounds like it was a pain for them to have it around. I wonder if they would delete the Steam discussion forums for their games if they could.

I guess as a beta forum it's narrowed right down to things they actually want to read and issues they're actually likely to do something about.
