I know you can load up any of the files in the "Tweak" folder in Notepad, and play around with it to your heart's content, but this tool makes it simpler and easier, as well as offering a couple of handy features, like at-a-glance listings of what an element is set to in other containers and drop-down menus for payloads, explosion effects, and booleans. It also contains an expandable "tips" file to let you know what different properties mean.

And as if that weren't enough, it has simple, at a glace theme management -- you can tweak to your heart's content, save the results, and reload the original settings without losing your edits either. You can make crazy weapons, and load them in between games, or between rounds if you alt-tab on the results screen.

It's not massively intuitive at the moment, so here's a rundown of how it's innards work:

The open and save buttons on the top load and save ONE FILE. The load and save theme buttons swap THE ENTIRE TWEAKS FOLDER in and out. This means that if you save a theme without first saving the file you're working on, it will not include those changes in the theme. (It will prompt you when this happens, so you can fix it.) It also means that if you open a file, load a theme, then save the file, it will overwrite the theme's version of the file with the one in memory. Unless you then save the theme, though, this won't do any permanant damage.

On the plus side, the theme manager will allow you to create a theme and then upload it, so even if you don't know what you're doing you can benefit from someone else's understanding of the files/program.

It doesn't read all the files correctly, but I think it reads (and saves) all the fun ones.
